Personality: When we first meet him, Steve Rogers isn't trying to ruffle any feathers: he's just asking to be treated like everyone else. Unfortunately for him, he's trying to enlist in the US Army, which in 1943 doesn't have a whole lot of room for a man who's small, weak, and beset with a laundry list of health problems that would each on their own be enough to disqualify him from service. It doesn't matter how badly he wants to serve, to prove to himself that there's a place in this world where his ailments don't give him an easy out; his body is insufficient to the most grueling tasks they might offer him, and therefore he has nothing of interest to them.
It rapidly becomes clear, however, that there is more to Steve than simple servitude. After his failed attempt at enlisting, he goes to a movie, only to wind up outside getting his ass kicked for telling an asshole to pipe down during the newsreel. Rather than try to run or stay down and take it, however, he gets up again and again, refusing to give the other guy the satisfaction of pushing Steve around until he gets his way. This persistence extends to other areas as well: the recent attempt at enlisting we saw was his fourth, and attempt number five comes later that same night. Fortunately, this time around he gets lucky: a recently expatriated German scientist is looking for candidates for an experimental procedure to create super-soldiers, and desperate little Steve who's tried to enlist five times—not because, like so many other young Americans, he wants to kill bad guys, but because he doesn't like people who push others around, whether they're back alley jerks or nation-invading genocidal maniacs.
With one hurdle cleared at last, Steve gets his first chance to show his stuff: where the other candidates rely entirely on their physical capabilities, he knows his strengths and weaknesses well enough to use his brain to gain an advantage; when a dummy grenade is tossed onto the training field, he ignores his own wellbeing (and possibly also Army protocol) to throw himself on it as a human shield while every other candidate dives away. We see these traits repeatedly as his canon continues: in each movie, Steve leads a small, specialized group of people against an opposition so overwhelmingly large as to seem impossible, and each time wins hands down through tactical precision; he refuses to have the Project Rebirth transformation process halted over a tiny issue like his own discomfort when success could win them the war; twice more we see him directly offer up his own life, first to save the US from Hydra's Valkyrie bomber and later, when SHIELD/Hydra's Project Insight has been thwarted, to either save his best friend or die trying. His visits with Peggy in the present day are tied to this, too: the heartbreak on his face when her memory slips away again is familiar, suggesting he's seen this countless times before, but where others might stop coming to save themselves the pain, he keeps coming back to provide company and comfort for the only friend he has left.
Steve can periodically be led astray by his desire to do good if the options available are unfamiliar or otherwise difficult to identify. The first time this happens, he becomes a tights-wearing comic book superhero prancing around on stage because a senator told him it would help raise money for the troops. The second time it happens, he spends his first few years out of the ice drifting aimlessly when he isn't punching out whoever Nick Fury points him at. It frustrates him, not knowing how he can best help people, but he always finds his way back on track, whether that involves running off to try and save his best pal single-handedly (this is a bit of a running theme with them) or voicing his concerns until someone in a better position realizes something fishy is going on and gives Steve a real target. Once he actually knows what to do with himself, Steve won't be turned aside by god or man. Trying to enlist in the army until he makes it, parachuting into Nazi territory, picking his own special ops team, finding a way to make the Avengers work, ripping the rotten core out of SHIELD; all of these are pretty natural extensions of his commitment not just to oppose bullies but to not be a bully himself, ignoring the status quo and seeming inevitability in favor of what he can do with what he has.
People, of course, are the main thing other than a mission that Steve needs to be fully functional. He needs people who aren't afraid to joke and be honest with him—seventy years as a national icon aside, he is still just a human being who grew up exchanging playful insults as a sign of affection—and more importantly he needs people to watch his back so he can focus on what's in front of him. We see over and over again Steve's tendency to charge headfirst into a situation without any apparent consideration for how he's going to get out of it, from that first trash-strewn alley to leaping off a helicarrier and just trusting his backup to be there. It's something he's clearly learned from all the times Bucky pulled his ass out of the fire growing up, and habits that old are hard to break.
This is a big part of why he latches onto Sam Wilson so quickly, as much as their both being war veterans: Sam sasses Steve in a way few people do anymore, in a way Steve associates with friendship, and that's one of the few things Steve really misses about the past. It's also part of why he's quick to trust Natasha again so soon after she gave him reason to doubt: as suspect as one of the world's leading spies and a known defector should be, she has only let him down the one time, which isn't enough in his book to brush off someone who's had his back up to that point. And of course it's why, when he discovers the Winter Soldier's identity, Steve decides to do everything in his power to try and redeem him instead of killing him: Bucky's always been there for Steve before he apparently died, and habits that old are hard to break.
Admittedly, some of this may be simple recklessness and/or a taste for adrenaline as much as counting on other people. Steve has, at last, a body that isn't just healthy but outright superhuman, allowing him to run faster and fall farther and in all ways do more than any other person can do, never mind what he himself could do before receiving the serum. It takes a while to kick in, but by CATWS he's pretty clearly comfortable with his new limits, which include a half-hour half-marathon just because he happened to be up, diving into the ocean from hundreds of feet up without a parachute or any other means of easing his descent, and driving his motorcycle without a helmet in clear violation of local motor safety laws. But, you know, he hasn't had a lot of friends lately, so he's gotta have fun somehow.
Romance, in contrast to friendship, has largely been a non-starter. As a small fry, there weren't any women who wanted Steve—or if there were, he couldn't find them because Bucky was always trying to set him up with girls who could afford to be picky—so by the time he was big and attractive enough to garner attention, he'd become too resigned to his own loneliness to even know where to begin with flirting. In the space between The Avengers and CATWS, we learn, he's made some small effort at trying again, but a new problem has arisen: finding women he's attracted to and has something in common with. This is too much to ask of a man stuck in a holding pattern of quiet misery, so he mostly gives up, only trying again under the combined advice of two friends. (And then that goes afoul anyway because the woman he flirts with turns out to be his spy detail. Thanks, Natasha.)
Regardless of his relationship with individuals, Steve is generally pretty good about giving everyone equal respect, regardless of rank, class, gender, ethnicity, nationality, or anything else you could come up with as a means of judging people. While there are no specific details, we can surmise this is due largely if not entirely to the circumstances of his upbringing: the fact that his father was killed by mustard gas and his mother was a nurse indicates that Steve's mother raised him by herself rather than remarrying or finding someone else to take him in, which would have provided ample opportunity for him to learn from the beginning that women are just as capable as men given the chance. A single mother wouldn't have been doing too well financially in those days, even with a healthy kid, so they likely lived in a cheaper neighborhood, which are generally more diverse than the high-end neighborhoods and therefore would've made Steve pretty familiar with immigrants and Jews and Muslims and black people and everyone else who winds up in New York. On top of this, the area specifically indicated in CATFA was popular with the queer crowd at the time, so he would've grown up seeing that as a not-uncommon thing, either.
In short, Steve grew up in the middle of too diverse a setting to become bigoted about much of anything. He might occasionally be an accidental asshole via ignorance, but he'll try to learn how to correct any mistakes because that's what decent people do.
Something we see briefly during CATWS (and again in deleted scenes from Avengers) is that Steve likes to draw, and more importantly that he's good at it. Supplemental canon and other universes indicate he went to college for art, and nothing in the MCU contradicts that. The appeal likely took hold in early childhood, a hobby he could participate in just as easily as anyone else and which would allow him to better imagine a world where things were different for him and his mom. He still uses it as a means to express himself and he has very strong opinions on aesthetic matters when prompted, but for the most part it's something he keeps to himself these days since there are more important things to deal with.
Ultimately, while Steve's changed a lot on the outside and had the world change a lot around him, his goals are the same as the first time we saw him: to stand on equal footing with everyone else, and to keep pushing that issue until the world gives in and makes it so.
